THE CONCEPT FOR THE DEVELOPMENT OF THE ALTYN-EMEL NATIONAL PARK WAS PRESENTED BY THE MINISTRY OF ECOLOGY
According to Deputy Chairman of the Committee for Forestry and Wildlife of the Ministry of Ecology Yerlan Muratov, one of the 10 priority areas of the state program adopted in 2019 by the resolution of the Government of the Republic of Kazakhstan is the Mountain (ski) cluster of the Almaty region, which includes the territories of four national parks (Altyn -Emel "," Charyn "," Kulsay kulderi "and" Ile-Alatau ").
“Despite the annual increase in tourist visits, ecological tourism in national parks does not receive appropriate development due to the lack of basic conditions for recreation and the necessary infrastructure,” Yerlan Muratov noted.
According to him, the area of the Altyn-Emel park is 307 653 hectares. Currently, there are 3 tourist routes on its territory to serve visitors.
The main attractions of the State Scientific and Production Enterprise "Altyn-Emel" are the "Singing Dune", the Aktau and Katutau mountains, the Saki necropolis "Besshatyr Kurgan".
At the end of 2019, these routes were visited by 18.9 thousand people. A special account of the national park received 27.6 million tenge for providing services to visitors.
In the Altyn-Emel National Park there are 3 checkpoints, 3 tourist routes, along the routes there are signs, trash cans, toilets, there are 10 viewing platforms, 8 gazebos, 6 covered sheds, 8 bivouac fields and tent camps, 6 parking lots, 6 hotels with 50 beds.
“The main problems of the development of ecological tourism in the territory of the national park are: low interest on the part of investors in connection with the long payback period of the invested funds; lack of developed infrastructure (access roads to the border of the tourism park, power lines, communications, water supply and sewerage); remoteness of tourism objects from large settlements; lack of financial mechanisms to support investments in the development of ecological tourism, "he said.
The Ministry of Ecology, together with the Ministry of Culture and Sports of the Republic of Kazakhstan and JSC “NC“ Kazakh Tourism ”, studied the international experience of the United States, studied the legal framework, approaches and mechanisms, and also defined the basic principles for the development of ecological tourism.
Taking into account international experience, conceptual approaches to the development of ecological tourism in national parks were determined.
At the same time, the main emphasis is on the development of tourist routes and trails, it is also planned to create modern visit centers, glampings, campings, ethno-auls and places for caravanning without capital construction using lightweight structures.
It is reported that at the same time land plots of state national natural parks are not sold and state acts on the right of permanent land use are not issued to users. In addition, in accordance with paragraph 2 of Article 23 of the Law on Protected Areas, the withdrawal of lands from specially protected natural areas is not allowed.
The Ministry of Ecology clarified that the economic effect by 2025 from the implementation of the concept involves the creation of 250 new jobs for the local population, an increase in the flow of tourists from 20 to 78 thousand people per year and an increase in budget income.
