How to get permission to organize a motorcycle race.

We had such an initiative with a small group of comrades, to organize a motorcycle race in the form of a classic enduro, with a chip in the form of driving through an abandoned building. We could not organize the race, although all permits have already been received. I am writing this article only to share my experience in obtaining permits for motorcycle racing. I will not disclose our specific route, because I have a hope someday to make this race, taking into account the mistakes made this time. Otherwise, if the article seems useful to someone, I will be glad!
Who needs it and why.
To organize some kind of local race, such as motocross, country-cross or enduro-cross, I understand that the consent of the local authorities is not required, since the races are held on a piece of land, which, in different situations, is a motorcycle track due to something that doesn't belong to anyone, either belongs to some wealthy motocross fan, or has a controversial status. I know all three options, but I will not name specific tracks so as not to draw too much attention to the good people that these tracks contain. When someone regularly drives on the track, the locals get used to it and it never occurs to anyone to call the cops or otherwise put a spoke in the wheels.
Enduro is more complicated. Enduro races are held in an open area, the tracks can pass through privately owned land or farmland, for example. It is not possible to fence off the entire route, since usually the length of the route is about 50 kilometers of varying degrees of off-road. To conduct such motorcycle races, permission from the local administration is already required, since I myself personally observed the cases of the arrival of law enforcement officers at the race, at the summons of vigilant citizens (at the Ramenskikh , for example). It is also possible that vigilant local residents with pitchforks go out directly to the highway (as in Ladoga , for example) in order to get answers to the questions: "Who are you?", "What are you doing here?", "Who allowed?"
And then there are two options. Or the organizer is familiar with the Head of the local administration, calls him and says: "Hey, Kohl, we are here with the boys to drive" - ​​and receives permission. Or the organizer has nothing but enthusiasm and a few strong friends to clear the track. And in this neglected case, you can continue to read this article.
Another quick option is to enlist the support of the IFR. But for this it is necessary to fulfill a whole bunch of rules that are absolutely unnecessary for an ordinary amateur level of competition, and even hinder, as well as to break through the introduction of the organized motorcycle race into the IFR calendar as, if my memory serves me, a "traditional" competition. But, if you have IDF support, you definitely won't read this article. And if it is not there, then hammer it, I contacted the MFR, and this is clearly some kind of extra red tape.
The required minimum.
We, of course, are not going to make a race from a bunch of bugs. We had a sufficient minimum of funds for this: a quadric, a couple of chainsaws, people, a route, a couple of pickups. The route seemed interesting, and it still seems so. People were ready to help out on sheer enthusiasm. Chainsaws for quadra - and forward to clear the track! The reconnaissance was carried out on our own combat motorcycles at the end of last year, when the terrain was a harsh trophy flooded by autumn rains with fallen trees every 10 meters. There is a lot of clearance work. For a week somewhere. But the scope of work looked realistically feasible.
It is also necessary to choose an adequate race date. For this there is a motorcycle racing calendar , which I am sure everyone already knows. Moreover, you need to focus mainly on the last year's calendar, since many races are held annually at the same time. Better not to fall on the same day with famous motorcycle races.
After the reconnaissance, I began communication with the local administration, which lasted about six months. Almost immediately a Regulation or Regulation was required. In 15 minutes I licked off the regulations from last year's Kuzmich regulations, which were used at the Ramenskys. I spread the fish , you can drive in your data there, the administration will definitely suit such a regulation, and for the participants you can cook up something simpler so as not to overload with unnecessary information.
It is clear that we must also think over at least the simplest economics of this event, but this is a separate topic.
Contacting the authorities.
In our case, it was enough to apply directly to the District Administration, and they themselves transferred the case to the sports committee under the Administration and sent appropriate letters to the administration of rural settlements. All correspondence was conducted through the website and by email. Since now all government agencies are required to register incoming requests and respond to them, this saves a lot of time on personal travel and paper letters by mail. But this is in the Moscow region, I admit that many places do not even read mail.
We undertake to collect garbage in the adjacent territory (now there are spontaneous illegal dumps), to clear the forest from windbreaks (in those places through which the highway will pass). We also understand all responsibility and take safety measures for participants and spectators.
