The traffic rules for scooters and bicycles were recalled in the Ministry of Internal Affairs.

A spokeswoman wrote: “In accordance with the Law on Road Traffic”:
 bicycle - a vehicle with two or more wheels (except for wheelchairs for disabled people) and set in motion by the muscular power of the people on it;
 moped - a two- or three-wheeled vehicle equipped with an internal combustion engine with a cylinder volume, 
not exceeding fifty cubic centimeters, or by an electric motor and having a maximum design speed of not more than fifty kilometers per hour. Bicycles with an outboard engine, mokiki, scooters and other vehicles with similar characteristics (including electric scooters) are equated with mopeds.
              But who are they, those who drive these vehicles?
 From traffic rules:
 driver - a person driving a vehicle, a driver, driving cattle, herd, pack, draft or riding animals along the road.
 Accordingly, the persons driving the specified transport are drivers who must know and comply with traffic rules.
In this case, the right to drive mopeds and vehicles equated to them is granted to persons who have reached the age of sixteen. Additional requirements for the movement of bicycles, mopeds, including electric scooters equivalent to them, are established in Section 24 of the Road Traffic Rules. 
So, in accordance with this section, bicycles, mopeds, (electric scooters) move along a cycle path, cycle lane. If they are absent - along the right edge of the carriageway, including along the lane for route vehicles, in one row. Cyclists, in addition, in this case, are also allowed to move on the sidewalk, sidewalk or footpath, but only when this would not endanger pedestrian traffic . Otherwise, the cyclist must dismount and continue as a pedestrian driving a bicycle. Drivers of mopeds (electric scooters) and bicycles are prohibited from driving on the pedestrian crossing. 
Also, these participants are prohibited from driving without holding the steering wheel with at least one hand; carry passengers; to carry cargo that protrudes more than fifty centimeters in length or width beyond the dimensions, or cargo that interferes with management; move along the road if there is a cycle path nearby; turn left or make a U-turn on roads with tramway traffic and on roads with more than one lane for movement in a given direction; towing bicycles and mopeds, as well as bicycles and mopeds, except for towing a trailer intended for use with a bicycle or moped. 
At the same time, persons using segways, gyro scooters, unicycle and other similar means, according to the current legislation, are pedestrians. In accordance with the legislation, these vehicles are not vehicles. In this connection, when moving on segways, gyroscooters, etc. pedestrians must know and comply with the requirements related to this category of road users, that is, they must move along sidewalks or footpaths, and in their absence, along the sides. 
According to part 1 of Article 615 of the Code of Administrative Offenses of the Republic of Kazakhstan (hereinafter referred to as the Code of Administrative Offenses), failure by pedestrians and other road users (drivers of bicycles, mopeds and vehicles equivalent to them) to comply with the requirements of traffic rules entails a fine in the amount of two monthly calculation indices.
 If the violation of the traffic rules of the specified participants in the movement entailed the infliction of harm to the victim's health, which does not have signs of a criminally punishable act or the infliction of material damage, a fine in the amount of ten monthly calculation indices (Article 615 Part 2 of the Administrative Code of the Republic of Kazakhstan). Regarding the equipment of the drivers of the specified transport, this issue is not regulated by the current legislatiion.
